I'm currently testing css3pie but it seems it doesn't work, Maybe there is something I didn't understand
You can see the website on http://dev.codop.com
I tried css3pie on 2 blocks on the right sidebar (the newsletter block and categorie block)
The border simply disappeared
I addtype in apache and it seems there is no error serving the PIE.htc file
