gives a
Property behavior doesn't exist : url(/
W3C validation error: is this expected and is there a way around it?

Yes, it's expected because behavior is an IE-specific property.

I've never found validation of CSS very useful personally, because the rules for handling unknown properties are so clearly defined and consistently implemented that it doesn't really matter.
