I have some buttons that are only outlined (1px border) with text
inside. I have a hover effect that triggers the box shadow but
the shadow seems not to come out of just the border, leaving the
inside still empty, but displays inside the whole button as well. It
works the way I would like it to in the other browsers. Is there any
way around this? A visual is best and can be seen at the following
link when you rollover either button. Thanks.

This is a known issue: https://github.com/lojjic/PIE/issues/12 -- the only way around it unfortunately is to give your element a background.
