 HTC on Windows Server?
Can HTC files be run on servers running Windows or do they only work on Apache?

HTC files do not "run on" a server at all, they're just a file served to the browser. As long as you can send the correct content-type header, it can be served from anything.

I can say that with GoDaddy Windows Shared hosting, even when .htc files are enabled and served correctly, PIE does not work. If others have found success, I would love to know how. I have over 300 clients hosted on a Windows server (not by choice, it's how they run things at work) and would love to use CSS3PIE on the majority of them.

It seems PIE has to be served from the same site as the css that calls it, eg. if your page is at www.example.com/somepage.html , PIE has to be served from www.example.com in order for styles in somepage.html to work.
