Post Is behavior: ignored in non-IE browsers?
I am wondering if behavior: is ignored in the non-IE browsers. I don't want people outside of IE downloading the large .htc file if they don't need to. To stop Firefox and the other browsers from downloading it, do I need to put the PIE fix inside conditional statements? Thank you for the clarification.

I could not find any definite answer online.

Yes, the behavior is completely ignored by non-IE browsers. You do not need to do anything with conditional comments to prevent unwanted downloads.

Then by all means, add this to the homepage, because it might be obvious to you -- but anyone stumbling in without any knowledge of behavior: will be really impressed like I am!

LOL thanks... I'm not sure I want to put it on the homepage itself, but I'll look into making it more obvious in the documentation (it's currently mentioned on the Q&A documentation page but not as an emphasized point)
