 Basic test page doesn't work in IE 8 - known issues no help

Post Basic test page doesn't work in IE 8 - known issues no help
See my full html page below. It doesn't work in IE 8 standards mode on Windows 7. My ".innerDiv" doesn't show any border stuff nor does it even show its background color. I'm trying to use the "javascript edition" -- http://css3pie.com/documentation/pie-js/ -- which I assume doesn't need the htc file at all. I've read the known issues. That doesn't help.

I'm initially testing this on my local file system without a web server -- that is, I just open the file with my IE 8 browser.

I always like to test the simplest case before doing anything else. What is wrong with my case? I have verified that the PIE.attach line of code is being reached.

A colleague told me to try adding "position:relative" to the ".innerDiv". Yes, that works. But in my real life app, I can't go changing the position style on all the divs. Is there an alternative?
