Post scroll issue in ie 6

I am trying to make a dual scrollable table for internet explorer 6 (the only navigator that I need to support) but I ran into some bugs.
Here is a picture to give you an idea of what I got on ie 6:
As you can see the pie-background exceeds the table frame when I apply it on a tr row.
Also Since I put a background behind the table I cannot move the scrolls.
The two bugs doesn't happen in ie 9.

I wrote other minor issues in the comment of my code below.

I can confirm this problem.
My setting:
- also a table with 2 scroll directions
- IE 8

in my case the elements with rounded borders "jump" during scrolling
